BESCOM FPPCA Explained: Why Your Electricity Bill May Increase

Understand the adjustment on your BESCOM bill, check conflicting October reports and calculate charges or credits using the correct units.

Published by PowerCutStatus.in · Published

BESCOM FPPCA charges are adjustments for changes in fuel and power-purchase costs. A positive adjustment adds to your electricity bill; a negative adjustment gives a credit. Check the rate, its sign and the billing month on your bill before calculating the impact. FPPCA is separate from your basic energy charge.

A 22 October 2026 news report says Bengaluru consumers may pay more after expensive power purchases. However, its rate and period need checking. Here is how to understand the bill entry without confusing half a paisa with half a rupee.

Reviewed: . This guide explains the adjustment and the conflicting October reports. It does not announce a verified new September–November rate.

What are FPPCA charges in a BESCOM bill?

FPPCA stands for Fuel and Power Purchase Cost Adjustment, the wording used in KERC’s regulations listing. It accounts for changes in the cost of supplying purchased electricity relative to the approved cost assumptions.

Your meter records energy consumption. FPPCA is a separate adjustment to billing costs, so a change in this line does not by itself mean your meter recorded more units. The adjustment can also be a refund rather than an extra charge.

For the applicable notice, start with BESCOM’s official fuel and power-purchase adjustment page. Match BESCOM, the billing month and the notice date. Another Karnataka electricity company’s rate may differ.

October 2026 update: what has been established?

The New Indian Express reported on 22 October that higher open-market purchase costs would be passed on to consumers. It attributes a figure of approximately 0.5 paise per unit for September to November to BESCOM’s managing director.

There are two reasons to check that wording before using it as a rate announcement:

Verification limit: the official PDF timed out during this review. Its indexed text identifies the refund, but we could not inspect the full document or establish a later superseding instruction. We have not verified a new rate applying throughout September–November. The news figures above are reported claims, not a confirmed rate table.

The earlier refund and a possible later recovery need not describe the same billing period. Until the applicable instruction is clear, use the entry on your actual bill and ask BESCOM for the notice supporting it.

Is 0.5 paise the same as ₹0.50?

No. One rupee equals 100 paise. Therefore, 0.5 paise equals ₹0.005, while ₹0.50 equals 50 paise. The difference is a factor of 100. We cannot silently change the newspaper’s figure to the larger amount.

Unit conversion examples — these are not notified BESCOM rates
Written rateRupees per unitAdjustment on 200 units
0.5 paise per unit₹0.005₹1
50 paise per unit₹0.50₹100
Minus 34 paise per unit−₹0.34₹68 credit

These are arithmetic illustrations of the adjustment alone. They exclude taxes, other recoveries, rounding and subsidy treatment. They are not complete electricity-bill estimates or a statement that every account receives those amounts.

How to calculate the FPPCA line item

For an entry expressed in paise per unit, first convert the rate to rupees. Then multiply it by the units to which the adjustment applies:

FPPCA amount = applicable units × rate in paise ÷ 100.

For example, a hypothetical positive rate of 40 paise on 250 applicable units gives 250 × 40 ÷ 100 = ₹100. A negative 40-paise rate on the same units gives a ₹100 credit. Neither example is a claim about the current BESCOM rate.

Check the bill’s quantity and period before multiplying. A past-period recovery may use a different quantity from this month’s metered units. Ask for the calculation basis if the figures do not reconcile.

Which billing month does the rate apply to?

A news publication date, a power-purchase month, your consumption dates and a bill-issue month are different things. Do not assume that an article published in October establishes the rate for every October bill or for the next three bills.

  1. Find the bill issue date and meter-reading period.
  2. Locate the FPPCA rate, quantity and amount, including any minus sign.
  3. Check the notice’s stated billing month or effective dates.
  4. Separate the monthly adjustment from any older recovery shown elsewhere.

If the bill and notice appear inconsistent, ask BESCOM which order and period it applied. Keep a copy of the bill and the response so that a later correction can be checked.

Why might your BESCOM electricity bill increase?

A positive FPPCA can raise a bill even when consumption stays similar. However, it is only one possible explanation. Compare the following items before attributing the entire increase to it.

Separate consumption changes from billing adjustments
Bill itemWhat to compare
Metered unitsPrevious and current readings, reading type and billing days
Energy and fixed chargesCategory, sanctioned load and applicable tariff period
FPPCARate, sign, applicable units and billing month
Other adjustmentsTrue-up entries, arrears, deposits, taxes, credits and subsidy entries

Use our high electricity bill checklist to investigate the whole bill. For appliance use, the power consumption calculator estimates energy from wattage and operating time. Its optional energy-cost estimate does not reproduce every BESCOM bill component.

Reducing avoidable appliance use can reduce consumption. Moving the same use to another hour does not automatically reduce your bill; that depends on the tariff applicable to your connection.

BESCOM FPPCA questions

What is the full form of FPPCA?

FPPCA means Fuel and Power Purchase Cost Adjustment. It is a billing adjustment connected to changes in fuel and purchased-electricity costs. Read it separately from the energy and fixed-charge lines. Its sign and applicable period matter because an adjustment can add a charge or provide a credit.

Is a 50-paise BESCOM increase confirmed for three months?

We have not verified that claim against a complete applicable official instruction in this 24 October review. The news reports use conflicting units, while indexed official text describes an October refund. Check your bill and BESCOM’s notice for its billing month before treating any reported figure as your rate.

Does a negative FPPCA mean a refund?

A negative per-unit adjustment represents a credit in the calculation. For example, minus 34 paise on 200 applicable units equals a ₹68 credit for that line alone. Your total payable can still increase because consumption or other bill components changed. Check the complete bill rather than that entry alone.

Does FPPCA mean a Gruha Jyothi beneficiary must pay more?

The presence of an adjustment line alone does not establish your final payable amount. Check the account’s subsidy or credit entries and the applicable scheme conditions. This article does not establish a change to Gruha Jyothi eligibility or subsidy treatment. Ask BESCOM to explain any unexpected amount on your own bill.

What to do if the charge looks wrong

Note your account number, bill date, FPPCA rate, applicable units and amount. Ask BESCOM which notice supports the entry and request a calculation breakdown. Use the official contact on your bill or our BESCOM complaint guide, then retain the reference number.

Understanding BESCOM FPPCA starts with three checks: the rate, its sign and its billing period. Resolve those first, then compare the rest of the bill. Avoid using a headline or a calculator result as a substitute for the applicable billing instruction.
