7 Eleven Power Questions for Gurugram and Nuh
Can you switch from DHBVN? Check the licence, government response and what remains unverified.
Published by PowerCutStatus.in · Published
Eleven Power has put a simple question on the minds of Gurugram and Nuh residents: can you leave DHBVN? For now, don't treat a licence headline as an invitation to switch. We have not verified a working route for homes to switch today.
Meanwhile, the Haryana government has opposed the plan and sought action against it.
If you've spent a night without power, the promise of another supplier is easy to understand. Yet you need more than a company name. You need to know who sends your bill, who fixes the fault and what a new service would cost. Here's what the evidence shows, what we have not verified and what you should check next.
Research checked: 25 October 2026. The order record is verified; the full order PDF was unavailable for inspection. Switching, tariff and final-cancellation status remain unverified in this review.

1. What did HERC approve for Eleven Power?
The HERC order record names Petition 30 of 2026, dated 19 October. It names Eleven Power Private Limited and concerns a distribution licence for the Gurugram and Nuh revenue districts.
Reports at the time describe a 25-year parallel distribution licence. In plain language, the proposal involves another supplier working alongside the current distributor. It does not mean that DHBVN has changed its name or that every account has moved.
Think of a licence as a green light for a project, subject to its terms. It isn't the same as a completed network outside your home. Nor does it tell you that a switching process is ready.
That distinction matters for the Eleven Power story. Readers should look for three separate things: the licence, the plans for supply and the rules for moving accounts. Each answers a different question.
For this review, we checked HERC’s public order record. We could not open and read the full order PDF. Therefore, we cite news reports for the detailed switching terms. We have not checked each clause in the full order.
2. Can you switch from DHBVN now?
This review has not verified an approved household switching route that is open now. Don't cancel your current plan or change where you pay because a headline says consumers will get a choice.
Reporting on the Eleven Power approval says HERC must approve a consumer-migration protocol before transfers. These rules would cover how bills move, who handles dues and how meters and service would work.
The Economic Times reported that the company must seek approval for that protocol within 60 days. A deadline to submit a plan is not a date when households can start switching. They are separate steps.
Before any claimed launch, ask whether your exact address can receive the service. Then check the approved terms and the start date. A district named in a licence does not prove service at every home.
For example, imagine a message offering an instant move for an apartment in Sector 45. Ask the sender for the approved process. Then ask for proof that your home can receive the service. A logo and a promise of fewer cuts aren't enough.
For the Eleven Power proposal, the sound next step is to watch for verified switching instructions. Until then, keep your current account in order and follow the supplier shown on your bill.
3. What changed after the Haryana strike?
The story did not stop with the 19 October approval. Electricity employees opposed the parallel-licence plan, and the state government also moved against it.
Financial Express reported that the strike ended on 23 October after talks with the chief minister and power minister. Its account describes government assurances and a proposed review of the HERC decision. Those reports describe steps by the government. They do not show that a home has changed supplier.
A 25 October Hindustan Times report says the government's direction letter was expected to be sent on Monday.
So, the next update needs a fresh document check. Check the written direction, any regulator response and any later order. Don't turn an announced step into a final legal outcome.
Section 108 of the Electricity Act concerns written state-government directions on policy matters involving public interest. That does not settle what a specific letter does in law. This guide does not decide that dispute.
For Eleven Power readers, the consumer question remains practical: has an official step changed your bill, supplier or right to move? If that evidence isn't available, the article should say so.
You can follow the separate Haryana power strike and restoration update for the industrial-action story. This guide focuses on supplier choice, rather than repeating a list of past outages.
4. Does the decision cover Faridabad?
The HERC record discussed here names Gurugram and Nuh, not Faridabad. Don't extend that order to every DHBVN customer across Haryana.
The difference is easy to miss. A news story may mention a statewide strike, while the disputed licence covers a smaller area. How far a protest spreads does not change where a licence applies.
The Eleven Power decision should therefore be checked by its named revenue districts. A nearby city, shared supplier or similar sector number does not expand the licence area.
If you live in Faridabad, continue to check details for your own account and locality. Our Haryana outage directory can help you find local coverage. However, a community report does not show your legal supplier or transfer your account.
Likewise, don't confuse a separate application with an approved, working service. A petition asks for a decision. A hearing notice sets a date. Neither is the same as a final order.
Read the date and subject before relying on any of them.
5. Will Eleven Power offer cheaper tariffs?
We have not verified a new consumer tariff that you can use to switch today. That is a limit of this review. We have not ruled out all related filings.
A tariff is the approved basis for charging a specific kind of account. It is not simply the price a company pays to buy power. Nor is it the size of an investment plan.
If Eleven Power later offers a home service, compare the whole bill. A lower energy rate can be less useful if other charges change. Also, check which customer category and period the figures cover.
| Point to compare | Evidence you need | What isn't enough |
|---|---|---|
| Energy charge | Applicable approved rate and unit basis | A general claim of cheaper power |
| Fixed charges | Charges for your category and load | A price-per-unit headline |
| Meter or transfer costs | Approved fees and account terms | A verbal promise of a free move |
| Supply availability | Confirmation for your address | Your district appearing in a licence |
| Switching date | Approved process and confirmed start | A deadline to submit a plan |
| Complaint handling | Named service channel and account responsibility | A broad promise of better service |
For example, two households can use the same units but have different bill totals. Load, bill type, benefits and other charges can matter. Use your own bill as the starting point.
Also, keep projections separate from results. A plan for new cables or cleaner power does not prove a household saving. A fair comparison needs the right service and tariff terms.
6. DHBVN complaint number: who handles your bill?
Keep using the checked channels for the firm that serves your account. This review has not shown a replacement payment route for current DHBVN customers.
For a power fault, DHBVN's official contact page lists 1912 and 1800-180-4334. Check the live official page before relying on saved numbers.
When reporting an outage, prepare these details:
- Your consumer or service number, shared through the official private channel.
- Your address and a clear local landmark.
- When the loss of supply started.
- Whether nearby homes appear affected, checked from a safe place.
- Any earlier complaint reference.
Then ask for a reference number and the next update route. A public post about Eleven Power does not register a fault with DHBVN. Neither does a community report on an independent website.
Don't pay a new account or share an OTP because a caller mentions supplier choice. First, check the change with your supplier through a trusted channel. Keep receipts and screenshots of your current payment records.
If only your home has lost power, use our house-only power loss checklist. A wider policy dispute cannot diagnose a fault in your building.
For fallen wires, sparks or water around electrical equipment, keep clear and report the hazard. Don't approach a damaged installation to gather proof for an online complaint.
7. Which Eleven Power developments matter next?
Follow documents that change a consumer's position, rather than every repeat of the first headline. The next useful update should name what changed and which homes it affects.
Use this checklist:
- Find any written government direction and check its date and scope.
- Look for a later HERC order concerning this licence.
- Check any formal appeal or court order before describing a stay or cancellation.
- Verify whether a consumer-transfer process has been approved.
- Confirm address-level availability, tariffs and the service start date.
For each Eleven Power update, ask one question. What can the reader do now that they could not do before? If the answer is only “read another announcement,” say that plainly.
A useful update might report a formal filing without changing household supply. Another could set out approved switching steps. Those stories deserve different headlines.
Also, take care with words such as “cancelled,” “launched” and “available.” Each describes a specific result. Use them only when a dated document supports that result.
Eleven Power FAQs
Can Gurugram residents switch from DHBVN now?
This review has not verified an approved household switching route that is open now. Keep using your current supplier's channels. Check for a confirmed process, address-level service and approved terms before taking any transfer step.
Does the Eleven Power licence cover Faridabad?
The HERC record reviewed here names Gurugram and Nuh revenue districts. It does not name Faridabad. Don't assume the same licence covers all DHBVN customers.
Has a cheaper consumer tariff been approved?
This review has not verified a new tariff for an instant household switch. Compare approved rates, fixed charges and any fees when those documents become available.
Has the government finally cancelled the licence?
We have not verified a final cancellation order. Reports of government opposition or planned review do not, by themselves, show the final legal result. Check the latest dated official documents.
Who should current customers contact about outages?
Use the supplier serving your current account. DHBVN's official contact page lists 1912 and 1800-180-4334 for supply complaints. Keep your reference number and check any later change through official channels.
Check the next document before the next promise
Eleven Power could become an important story about supplier choice. However, residents need verified steps, clear prices and a named team to contact when supply fails.
For now, keep your current account records and use the correct complaint route. Then check the latest HERC records before acting on a switching claim. Share this guide with your housing society, and ask for a dated official source whenever someone promises an instant move.
